Organised crime exploits legitimate businesses, public services and legal infrastructure to facilitate and conceal criminal activities. The administrative approach complements criminal justice by using administrative powers to prevent and disrupt this misuse.

The toolkit provides practical guidance and examples from across Europe on how to put the administrative approach into practice.

  • Getting started: identify existing tools, build awareness and develop the structures needed for action.
  • Multi-agency cooperation and information sharing: bring together authorities and combine their information, expertise and powers.
  • The Barrier Model: map criminal processes to identify where and how authorities can intervene.
  • Administrative measures: explore tools such as integrity checks, joint inspections, licence and permits revocation, business closures and non-conviction based confiscation.
