The purpose of this paper is to equip law enforcement teams, municipalities or other government officials with the information they need in the fight against the use of straw men from the administrative approach perspective. The topic was covered in the context of EMPACT1, more specifically the Operation Action Plan of Organised Property Crime OA 9.1. The content of the paper is largely based on the inspiring presentation by Mr René Middag2, supplemented with other sources. Consequently, the paper largely mirrors the journey in the Netherlands in the fight against straw men within property crimes. Although described from a Dutch perspective, the lessons are a source of inspiration for all.
